Change a member's license or org role

/members/:membership_id

Changes the license, the org role or both. When only license is sent the org role follows it like on the Members page: a Viewer license makes them an Org Viewer, and an Editor license turns an Org Viewer into an Org Member.

The API key acts as an Org Admin, so it can change other Org Admins, but the Org Owner's license and org role stay locked. A Workspace Owner can't become an Org Viewer.
